France Delays Its Budget Vote Again, Leaving the YouTube Levy in Limbo

Summary

With 758 amendments still pending, the National Assembly pushed back its revenue vote, and the first-reading deadline is Nov. 17.
"France's National Assembly has postponed for a second time its vote on the revenue section of the 2027 finance bill, Cointelegraph reported Tuesday, citing the Assembly's end-of-session notice. Debate continues with 758 amendments still to be examined. A first vote planned for Oct. 20 was also postponed. The first-reading deadline is midnight on Nov. 17.
The delay matters for French film financing because the bill carries an amendment, adopted Oct. 30, that would remove the 66% allowance video-sharing platforms such as YouTube receive under the TSV-G levy, Broadband TV News reported. The levy helps fund the CNC, France's national film and moving image center. Under the current rules only 34% of qualifying ad revenue is taxed; the government had proposed raising that share to 67%, and the amendment would tax all of it, which Broadband TV News said would almost triple platforms' liability at the current rate.
A National Assembly finance committee review argued that platforms now compete directly with television channels for viewers and advertising. The change is not law and remains subject to the rest of the budget process."
